This report explores the risk of malicious actors using “abliterated” (uncensored) open-weights models on offline consumer devices, such as widely accessible laptops.

The report finds that small, capable and uncensored open-weights models are a national security risk, and can enable would-be terrorists to cause greater harms.

The risks are validated by three independent experts: a chemical weapons professor; a former forensics and CBRN specialist at Lancashire Constabulary; and a serving Met Police officer.

We recognise that this report describes methods that, if misused, could lower the barrier to causing serious harms. Therefore, we are releasing it under gated access.
